Yes, CAIPS helps. If you have submitted your application for a long time and still have not received feedback from CIC, CAIPS may help you. But CAIPS is not guaranteed to contain the information you expect. Please refer to sample CAIPS files for details.

hi! we submited our application last aug2005 with the help of a consultant. we received a file number, and we were amazed that immigrations will give us a reply within 42-46 months! does it really take that long? is there a way to find out the status erlier? how will caips help us? is there a way to expedite the waiting process?

Unfortunately, it does take a long time. But not as long as 42-46 months: it is the worst case. Usually, it takes 2-3 years. CAIPS can help you know your status but it does not mean it will expedite your process. Of course, if you get to know your problems from getting your CAIPS file, by correcting mistakes you made, you can expediate your process.
