Immigrant consultants face curbs 

Those who aren't registered with the new Canadian Society of Immigration Consultants may not take on new clients — if they do, they won't get standing at immigration proceedings.

The new rules set standards for qualifications and set up a formal complaint mechanism to punish those found guilty of misconduct.

But for Richard Zhang, who has lived in Canada since 1991, the new regulations come too late.
